The Provision of Social Services and the Roles of Local Governments

Abstract
Even though the provision of social services entails policy issues related to local governance, it is hard to find approaches compassing diverse aspects of local community and local government in terms of the provision of social services. It would be very important to understand the policy issues on the expanding role of local government and the critical criteria for role re-establishment between federal government and local government in the process of social service provision. In
order to explore the new roles and essential tasks of local government for increasing the level of and the desirable contents of social services, this study analyzes the main tasks of local government on the provision of social services. Based on the brief review on European countries where the level of social service provision is much higher than Korea and on the provision of social service and current policy directions in Korean society, this study suggests the four main policy tasks that should be solved in order to increase the amount and quality of social services. First, block grants on social services should be sufficiently provided for local government, and appropriate methods to steadily support the financial demands for fulfilling social service needs should be calibrated. Second, the role of local government on directly providing social services to its members should be expanded in order to meet the needs of basic social service for the most disadvantaged. Third, the service gap among local communities should be reduced by active policy interventions. Lastly, it is also needed to emphasize the efficiency pf the process of service delivery and corresponding power to the needs of local services. In order to this, local government should strengthen the performance management systems to evaluate social service provisions.
